In my organization, an IT architect is viewed as someone who does rapid, quick and dirty prototyping to ensure viability of a solution, then hands over to an engineering team for proper refactoring and implementation. Is this a common view?

This is one of the tasks undertaken by the architect.

An architect will first do the design of the IT system, which will be more and more precise over time as the requirements get clarified. This design will provide from the start a good and sustainable structure/frame for the products and services that you need to provide to the end consumer (customer, partner, and employees).

Each part of the system is called an architecture building block and sometimes one of these blocks is totally new/uses newly introduced technology. So the Architect, but it can also be a senior development engineer, will spend some time to prototype and correct where needed to establish the foundation of the building block. If the solution is considered as “viable” and fulfills all the functional and non-functional features needed for this architecture building block, the prototype will be handed over to a development engineer who will construct the software component and acquire/diffuse knowledge in the same process.

Overall an architect is someone that will always give the means to construct your product, services, system, or business in the most optimal, cost-effective, sustainable, risk-resilient way. IT Architect focuses on the IT systems.
